Actually it makes lots of sense. Haley might call the individual plays but the situational decision making and overall approach are his. He's not just standing idly by while the coaches who report to him are sending in stupid plays. If the opposing offense isn't moving the ball, HE makes the decision to "stay patient" and be ultra conservative. Then Haley's plays follow suit. He's admitted as such in the past, and did it again yesterday and would have cost us the game without AB miracle catch and Le'Veon being Le'Veon.
And if he just stands there like a doofus while his assistants let everything burn, that's not exactly a ringing endorsement either

Eli didn't do much that game so what are you talking about or you barely watched the game, they let the run game dictate and the defense finally showed up

Giants offense has been good the last three week previously so what are we talking about and since Perkins went down the run game has been decent not as good as last night but decent the issue was the defense but this game the defense played well and the giants didn't have any dumb turnovers

Problem is -- and this showed itself in Washington -- he's the only WR they have they can count on to make something happen. Beathard didn't look anywhere besides Pierre in the closing stages of that game.
