No they just want to guarantee star players, particularly QBs stay healthy. The scores/passing heavy game is a byproduct. Why do think the league doesn't advertise/hold up mobile/dynamic QBs as they do pocket passers (in part because they tend to be Black) but also because they are a higher injury risk because they can't be protected outside of the pocket.
