1) Raise the uprights up by 5ft - For more accuracy when deciding close field goals. I bet Goodell wishes it was the crossbar that was raised so that they could really ban dunking.
2) Blockers can't hit opponents on the side of the legs - Good for reducing season-ending leg injuries
3) Refs can consult with central command in NYC with help for booth reviews -

6) Defensive penalties behind the line of scrimmage are no longer spot fouls. This one had me
for a second, but an example of this is if there's a face mask 5 yards behind scrimmage, then the 15 yards for it will now be at the line of scrimmage, not the spot of the foul.
7) Final cuts after the preseason are now at 4pm, not 6pm.-Owners probably got bored at this point and just tacked this on.
