Here's the logic for you: When Best Buy orders 1000 copies for one of their regions, they pay the wholesale price for the item and then the sales aren't counted until the items sell

What if Samsung bout 1 million copies for $5 each...then sold them via an app for .99 each? Would they count that?

Best Buy buying 100k copies would be a wholesale purchase. It's not retail and wouldn't count as a retail sale on Soundscan. You're right though, it's just like Best Buy buying 100k copies, and giving them away - there's no retail purchase and thus no variation on the typical rules

It would count to Jay-Z's bank account. Billboard's rules stipulates that the price needs to be at least $3.49

I don't think he wants to be in the same league as those artists, ain't nobody giving him props for joining Backstreet Boys, 50 cent, Lil wayne, Taylor swift, Nsync and Eminem. It's not a very prestigious club of artists. The other things he got like 10 #1 albums which is him, Bruce Springsteen, Rolling Stones, Elvis and The Beatles seems a bit more prestigious.

What's interesting to me/annoying is Jay is so focused on manufacturing sales, there always seems to be some corporate sponsors play in the mix whenever he brings an album yet he seems to overlook actually making good music, he hasn't had a good album since The Black Album (American Gangster was overrated, has no replay value, my opinion). Its business and I get it but somehow people still think he makes good music, his production will be nice the lyrics will continue to be empty. And for those saying it doesn't matter Billboard doesn't count the Samsung numbers, he got paid, that's a lie because much of Jayz success is built on seeming bigger than everyone else(hence the dissappointment he had when his actual ownership percentage of the Nets came out). His image/success is rooted in sales (more than anyone else in rap), and when that takes a hit, it could be very damaging.
