There's potential here if they use Avatar and gang up with Cartoon Network
Aang, Korra, Zuko, Katara, Toph, Azula from Avatar is 6
Different Ben 10 forms could probably easily fill up 8+ characters on a roster
Robin, Beast Boy, Starfire, Cyborg, Raven from Teen Titans for another 5
Samurai Jack
Spongebob, Squidward, Patrick, Sandy
Jimmy Neutron
Invader Zim
Danny Phantom

That right there is 27 characters
