The Nigerian brothers can speak for their side of things. I can tell you the Caribbean side easily.
Without the necessary political stability and plans in place to offer opportunity to people moving back and forth, you end up with two driven/hustler mentality cultures being used by other powers. Politically Jamaica is in a three-way brawl between US+UK/China. Even if they finally get rid of the UK monarchy and become a republic, there's steep hills to climb further. So their politicians will weathervane whichever way the latest bribe money directs.
Let's assume there's enough demand to justify the direct flights continuing: no gov't autonomy, no plans for UWI/Nigerian exchange students, none for engineers/financiers/infrastructure works...you're left with the hustlers looking to take advantage. So you'll end up with Nigerian gangs setting up shop for human trafficking and drugs transhipment with guns given to them by the Chinese. And the established badman contingent with US/UK funding and weapons.
Without the necessary balance of opportunities, there's no way that ends well for regular people. And that's just in Jamaica.
Whatever agent foolishness HimmyHendrix is on, ignore that. This is a well-meaning initiative that isn't fleshed out as it needs to be, and it will get taken advantage of by the global powers jockeying for position. They've had lots of practice at this. The current 6 and 7 problems didn't just pop outta nothing.
