I don't hear about Ethiopians, Ghanaians, South Africans, Congolese, Angolans, Senegalese or other Africans running the scams like this so where does it come from?

If people think that it is ok to engage in the shyt or condone it then it is cultural. I gave an example of life in the hood to explain how shyt become cultural. It is an ethos at some point. The same shyt happens among White people. They think that it is ok to steal so they steal.

I reminded him that the same African American billionaire who recently paid off the student loan debt of the Morehouse class was also paying for the education of some of the young (Nigerian)women rescued from Boko Haram.

You are under the impression that I am insulting people by saying something is cultural, but culturally acceptable stuff is based upon how a group looks at something. For instance paying bribes to foreign officials are illegal in the USA, but in other parts of the World the payment and acceptance of bribes is a part of doing business. Well you can see how culturally different those practices are.

Now if you all are offended at the thought that some things are acceptable or objectionable culturally then I advise you to review how things are looked upon based upon the mindset that parties come from. Cultural acceptance even changes over time, because the whole notion of slavery was once acceptable in the USA, but later on it became objectionable.
