Every time I've been on a bus, every time I've taken mass transit I sit in a open spot I want, end of discussion, that is what I paid for.
I don't ask where to sit on airplanes I sit on my assigned seat on my ticket, there is no discussion.

Its pretty obvious what he meant and its also obvious that you don't go outside much. The seats are grouped in sets of twos, when he says there were no open seats he means there wasn't a set of those two seats completely open, so when the white jawn declined he went to the next group of two that had one seat open.
