So those kids that died in the Texas flood? Do they get a reward or did life catch up with them? People that get laid off from their job? 3500 cuts from one business today, sure some of the workers were lazy lying a$$holes, but others were genuinely good people just working at the right company at the wrong time, are we assuming the good will be rewarded and the bad will continue to suffer?

We are the ones that make the rules and the ones that enforce any punishments. It's not the universe. You can grab a p*ssy and got to county jail, or grab a p*ssy and become president. The universe isn't handing out sentences or casting ballots.

In a perfect world there would be no evil, homeless, or starving people and all good deeds would be rewarded. Unfortunately that's not case.
But a majority of times someone who makes bad decisions, life eventually catches up with them. Someone who makes good decisions are more often successful. Sure Bad things can happened to good people, when has it hasn't, but if they stay on the right track the universe leads them to happiness.
And again, this is assuming there is no higher power and heaven and hell doesn't exist.
