Yes. I was pondering this immensely while driving to work the other day. While I could literally brain dump 6000 words on the subject...i wont. So I will set the stage for the conversation in simple arena's.1. Location (Within the U.S)
2. Government
3. Trade
4. Culture.
Lets begin with the idea that the entire African community is awarded a certain geographical space within the US to appropriate and colonize if you will. The option to keep US currency, and free trade with our new bordered neighbors. We can write our own constitution, etc.
I propose the land being starting at GA to Texas border, north to Missouri, east to illinois and michigan. Further east all virginia's and coastal south to Florida and include Caribbean isl...and PR if they so choose.

New York and DC will be shared as legacy land used primarily to facilitate a seamless financial infrastructure, cultural exchange mecca, a western Geneva if you will. The Military bases, equipment, capitals, hospitals, etc will be left as is for assumption of use. Now.
What do we call this land?
What kind of government will it have?
Who will immediately assume command?
What is the first priority of business?

It is not a matter of us "trying to start" a nation. The idea is that after much deliberation on reparations, and civil unrest, upheaval and political shifting...even minor racial battles on US soil "hypothetically"...eventually a scenario where the agreed end state is this land. Those non Africans that inhabit these lands can either move to the US or adjust to the laws of the "New Land" or Mass exodus.... I think I know what they would choose. There are numerous ways to go about that issue tho.
