They were asked to look at the data so they looked at the death certificates and came up with the numbers. 60% Overweight adults of the UK is overweight or obese. Deaths of people with diabetes still count.

I don't recall the ONS stating that people with comorbidities didn't "count".

This report counts the deaths of people with no comorbidities. Obesity and diabetes are classed as comorbidities.

So no, they are not counted in the ONS report detailing people who died of covid and covid alone.

The 17k mentioned had no comorbidities with an average age of over 80 years old.

If someone is obese and dies from covid are they not a covid death? If someone gets a heart transplant and then dies from covid are they not a covid death? Deaths without any other context are not the only deaths that count. Just look at the excess death figures which show you the number of deaths over what you would expect and that would clearly show you that COVID is killing people.
