I don't recall the ONS stating that people with comorbidities didn't "count".
This report counts the deaths of people with no comorbidities. Obesity and diabetes are classed as comorbidities.
So no, they are not counted in the ONS report detailing people who died of covid and covid alone.
The 17k mentioned had no comorbidities with an average age of over 80 years old.
