In principal he's right, but think about how crazy it would be if they actually tried to include fouls. Who touched a ball last before it went out of bounds, or if it was out of a players hands before the shot clock went off are pretty objective. But fouls are often so objective it would be chaos. That one was obvious, but what about the more subtle fouls? Technically somebody is probably fouled damm near every play. Some are harder than others. But players and coaches would be asking for a foul review every time they missed a shot.
