Let's not act like thousands of their civilians aren't being killed by their government every year.
Nobody wants to deal with the repercussions of Korea reunifying.

I know that this is essentially the plot to The Hunt for Red October, and I don't have any evidence for this other than my hunch, but I don't really think Kim would be able to trust any submarine commander with what would be a third of the country's usable warheads.
