Nobody wants to deal with the repercussions of Korea reunifying.

Germany's reunification was something like $2 trillion, and say what you will about East Berlin, it still had basic infrastructure. We'd front a lot of those costs.

China doesn't want those starving refugees coming over the border in the case of a potential conflict. They'd lend military support if it came down to it, but when Kim Jong Il talks, everyone in China, from the General Secretary down is :martin::dahell::why::snoop::childplease:

DPRK has entrenched artillery dialed into Seoul, and has since the '50s. If war broke out, I'd put money on those being a far bigger source of casualties.

I know that this is essentially the plot to The Hunt for Red October, and I don't have any evidence for this other than my hunch, but I don't really think Kim would be able to trust any submarine commander with what would be a third of the country's usable warheads.
