It's temporary, North korea has made that promise a LOT just to start firing again. It's their main bargaining chip for dealing with sanctions.
Trump is about to pass marijuana decriminalization and talk down North Korea.

I don't really trust North Korea on this kind of stuff, but the one thing is that Kim Jong Un DID go to school in the west, so he has to see the massive contrast between the west and North Korea, so there is a tiny sliver of possibility that he can be reasoned with to some extent.
