yeah that's how bills are writtenIll call your bluff. (the above examples below are under the $21 billion environment remediation in the picture above by the way)
Its still not descriptive.
As Example: Sec 11002 , near a billion is going towards Forest Fires, but it doesnt say how it will be spent (employees, trucks).
its just more a detailed break down of saying "this $5 billion will go to schools" but doesnt detail how into schools.
heres a prime example:

$500 million to private forest land owners for implementation of forestry practices on private forest land (actual wording from document)
how could we ever prove that
Also, the picture I posted above, is just a summary of all the math in these documents (almost the last few hundred pages are almost all null, so its not really hard to search though
usually the funding is given to a department then they decide how to allocate that funding, which usually leads to a regulation or legislation within a state depending on how things are further dispersed
it's not detailed down to where ever single program where the dollar is going to once funds are dispersed, i agree with that, but the money is being allocated, it's not just some shadow 700 billi, it's all accounted for
only shadow appropriations we really make is towards the military.

Maybe. Maybe not. It depends on implementation. But its not looking good as the corporate lobbyists are salivating with the bill passing and now being signed into law.
