Open Carry will be legalized in Texas January, 1, 2016.

Because they're holding that shyt in a position ready to shoot. Most open carry lays dictate the weapon be slung over the shoulder or in a holster. You're not allowed to carry that shyt in the open with finger near the trigger. And the nikka got a red flag hanging out his pocket like he's a banger. Lucky they ain't get smoked.
