No it really didn't. You had promoters for individual events like at clubs and shyt but the event as a whole was too big and too organic for just 1 or 2 promoters to handle.

I think the misconception is that it was a citywide orgy. It wasn't that. Freaky shyt went down of course but it was mostly just like a big ass block party that began on I-20 on the outskirts of Atlanta and only got liver the closer to downtown you got. I was a kid lol. But Texas had their own version called Kappa, or the Texas Beach Party. I never went and still haven't gone. Hell I'm not even sure if they still do that anymore lol.
