From what I have seen of Moose that's pretty much how he talks.

Moose needs to work on his delivery. His lines were too robotic.

His delivery has always been robotic due to him having a lisp and not trying to make it noticeable. It's similar to how Cody can at times sound robotic, until he's in a heated promo and his lisp becomes very noticeable.
