TBH, it's not a bad idea.
I don't think it's makes sense to be playing tackle football before 13 and definitely doesn't make sense under the age of 11.

Of course they are......but there's also a huge difference between saying "we're doing this for your own good because if you're under 12 you have no business playing football" versus saying "we're changing the requirements such that you have to be over 12 to play tackle pee-wee football".
