To speak to another instance: Cuomo had surrogates in a district who exclusively outreached to Chinese speakers. Mamdani's people had contacts in the South Asian, ex-Soviet, and Albanian community, that they had leftover from a previous candidate there.
Cuomo lost this district he expected to win.
