They arrest people and take them to black sites where they don't even document that they have them in custody. have people listed as dying from OD while in police custody. had a chief of police that autorized a squad to stick plungers up people's ass and handcuff blacks to radiators and other torturous shyt and gets a million dollar settlement and retirement plan.
LAPD and miami probably in the running with NYPD for 2nd though
