my guess is the police operate on a need-to-know basis with the body cam footage, like you might need to get lawyers involved if you wanna see the footage. And they most likely doing this shyt to people just like the ones in this video, two lower middle class black people with very little resources. People are choosing between paying bail or paying some cheap lawyer. People just accepting the charges and paying whatever fine...basically police extortion.
