So basically the higher ups look at certain areas of the city, determine whos commiting the most crime and what crimes theyre committing and send the grunt officers to arrest that particular demographic and anything outside of what they're told to arrest their superiors are not trying to hear because their superiors will hear it from their higher ups who hear it from the people above them. it just hit me what they do.

I remember I was on the q train in the station, and I knew it was departing soon, so rather than walk outside of the train, i was going car to car through the doors. EVERYONE does it, but of course, i was the only one Ive ever seen get stopped for it. This little white guy came up to me like can you step outside I looked at him like and he was quick to and show the badge, then one more white cop and an asian popped out in plain clothes, and asked me to step outside.

So i do so, they ask my name, and for id, ask me where i'm coming from etc. But the white cop was searching my name through his phone. I guess he was seeing if I had any warrants. That's what the Captain means by looking for pops. He wants to randomly search people for warrants, so they can get booked. Your boy clean, so they aint do shyt but still
