I worked in two different Boeing supply chains and I can confirm that they do in fact audit quality themselves (smaller companies produce widgets that are then assembled by Boeing).
External quality checks were both paid for by the suppliers in question (see ISO 9001 and AS9100)
problem is new technology doesn't get the "same" quality checks as other parts due to lack of knowledge of potential failures
Its a hairy business tbh, you can only quality check what you know is a real defect (from history)
