can he even close it by executive order? that would be contested immediately and it would be up to the supreme court. and even if was ruled constitutional some of the prisoners would have to be transferred stateside and it would just be a version of gitmo on the mainland. he's basically just doing this as a reminder to people before he leaves that the only reason gitmo is still open is because your elected representatives aren't having it and you all seem to forget that when talking that "he didn't close gitmo" noise.
