WASHINGTON (Reuters) - The U.S. Justice Department plans to launch an effort on Thursday to identify non-violent prison inmates convicted of low-level drug charges who would be good candidates for clemency from President Barack Obama.

The department's No. 2 official, Deputy Attorney General James Cole, plans to lay out details at a legal conference in New York, according to excerpts of his speech released prior to delivery.

In a sign of changing U.S. views about long prison sentences, Obama in December commuted the sentences of eight people after deciding their crack cocaine offenses did not justify their long prison terms. Each had served more than 15 years in prison.

"It is the department's goal to find additional candidates, who are similarly situated to the eight granted clemency last year, and recommend them to the president for clemency consideration," Cole's prepared remarks said. He is scheduled to deliver the speech at 12:40 p.m. ET (1740 GMT).

Candidates for clemency would include inmates who have had clean records in prison, do not present a threat to public safety and are facing excessive sentences, according to the speech.

The U.S. Constitution gives the president power to grant "reprieves and pardons for offences against the United States, except in cases of impeachment."

The Justice Department's Office of the Pardon Attorney advises the president on the merits of specific cases.

Stuff like this will come into play when legalization starts hitting on a large scale. Kats will want to be grandfathered in so to speak. On the other hand, he is probably pulling a stunt politicians love to pull by making a gesture towards something that he has no intention of following through on. Probably even trying to save face from the Health Care episode. Let's face it, the Dems hawking on everybody who wanted an extension but then ending up having to do the extension anyway wasn't a good look politically and really hit them in the polls. :yeshrug:

Yeah because we know everyone would be riding with him on this cause right? I guess he is doing it for re-election huh? Oh wait he can't be re-elected. That man can't win with some of you nikkas. He could end world hunger and nikkas would be on some "he just tryna cause a food shortage so he can raise taxes" type shyt.

I never said he was doing it for re-election so don't put words in my mouth. Get your emotions off your sleeve. I just have a hard time giving him a pass where I would judge every other politician. For some reason this gets folks up in arms. You'd think some folks knew him personally. Tell you what...if he follows through on it I'll eat crow. I'm a big man and all but honestly it's not that serious to me. If he ended world hunger he'd be the GOAT the world over and you know it. But this isn't about world hunger now is it? You are bringing stuff up that I didn't mention so you can justify your obsession with some politician that doesn't even know you. It's amazing to me. But that is your right and I respect it. :yeshrug:
