Would a black man have authored a bill that increases funding for private prisons, increase police officers roaming the streets, create the conditions for mandatory 3 strike sentencing laws, and strip away the ability for prisoners to receive financial aid? It was partly Democrats trying to show Republicans that they were just as tough on crime and not pushovers, and it was a general society mindset of freaking out about high crime rates and wanting something done to control it.
