Find a single group that has managed to get reparations after a genocide over 100 years beforehand.
Is he supposed to wave his Executive Power wand and magically get the entire US Government to admit that the United States committed genocide against Africans and their descendents?
How will they be doled out if he could do this? The vast majority of records were either not kept, destroyed, or lost? What if you're only 1/16 descended, or 1/32, what then?
