James K. Vardaman - Wikipedia, the free encyclopedia

James Kimble Vardaman (July 26, 1861 – June 25, 1930) was an American politician from the U.S. state of Mississippi and was the Governor of Mississippi from 1904 to 1908. A Democrat, Vardaman was elected in 1912 to the United States Senate in the first popular vote for the office, following adoption of the 17th Amendment. He defeated incumbent LeRoy Percy, a member of the planter elite. Vardaman served as U.S Senator for Mississippi, from 1913 to 1919.


Known as "The Great White Chief", Vardaman had gained electoral support for his advocacy of populism and white supremacy, saying: "If it is necessary every Negro in the state will be lynched; it will be done to maintain white supremacy."[1] He appealed to the poorer whites, yeomen farmers and factory workers. As Governor, he would amuse himself by releasing black convicts from the state penitentiary "into the surrounding wilderness and hunting them down with bloodhounds."[2]

After having gained control of the legislature by suppressing the black vote, they passed a new constitution in 1890 with provisions, such as a poll tax and literacy test, that in practice disenfranchised most blacks.

Referring to the 1890 Mississippi state constitution, Vardaman said:

''There is no use to equivocate or lie about the matter. ... Mississippi's constitutional convention of 1890 was held for no other purpose than to eliminate the ****** from politics. Not the 'ignorant and vicious', as some of the apologists would have you believe, but the ******. ... Let the world know it just as it is. ... In Mississippi we have in our constitution legislated against the racial peculiarities of the Negro. ... When that device fails, we will resort to something else''.[4]


Vardaman advocated a policy of state-sponsored racism against African Americans, saying that he supported lynching in order to maintain his vision of white supremacy.[1] He was known as the "Great White Chief".[6]

Vardaman was known for his provocative speeches and quotes, once calling Theodore Roosevelt a "little, mean, c00n-flavoredmiscegenationist."[8] In reference to the education of black children, he remarked, "The only effect of Negro education is to spoil a good field hand and make an insolent cook."[9]

After Tuskegee University president Booker T. Washington had dined with Roosevelt, Vardaman said the White House was "so saturated with the odor of the ****** that the rats have taken refuge in the stable."[10]

Referring to Washington's role in politics, Vardaman said: "I am just as much opposed to Booker T. Washington as a voter as I am to the coconut-headed, chocolate-colored typical little c00n who blacks my shoes every morning."[11]

A master of filibuster and scathing rhetoric, a rough-and-tumble fighter in debate, he made his name a synonym for white supremacy. Like many Southern Democrats, Bilbo believed that black people and Jews were inferior, defended segregation, and was a member of the Ku Klux Klan.[3][4]




Bilbo criticized Murphree for calling out the National Guard to prevent a lynching in Jackson, declaring that no black person was worthy of protection by the Guard.[24]

Bilbo denounced Richard Wright's autobiography, Black Boy, on the Senate floor:

"Its purpose is to plant the seeds of devilment and trouble-breeding in the days to come in the mind and heart of every American Negro.... It is the dirtiest, filthiest, lousiest, most obscene piece of writing that I have ever seen in print. I would hate to have a son or daughter of mine permitted to read it; it is so filthy and so dirty. But it comes from a Negro, and you cannot expect any better from a person of his type."[37]

this is a bit off topic but i really dont like that saying "my husband has served his country". any black man dont need to serve his country. his ancestors have already done that several times over and over.

matter of fact, it annoys me even more when people say to veterans "thank you for your service". shouldnt this be what every person should be saying to a black person of slave ancestry???

i appreciate the service of veterans. but i appreciate the service of real american blacks even more.

you do? Idk breh its cool if you do but every single fukkin war from this country has never been about our protection but expanding their influence. Vietnam? fukk no, Iraq 2 times? Nope, afghanistan? In a way yes, WW2? We instigated war with Japan, WW1? Germans told us dont send boats this way.....and we did. I feel sorry for soldiers but idk about appreciating them. If Canada or Mexico attacked us then I would appreciate their service for pushing em out, but for this power grab bullshyt this country pulls i cant thank em for it.

How Louisiana Became The World's 'Prison Capital'

A new expose by The Times-Picayune of New Orleans calls Louisiana the "world's prison capital."

The state imprisons more people per capita than any other state or country in the world, with one out of every 86 adults behind bars. Its rate of incarceration is three times higher than Iran's and 10 times higher than Germany's.

How did Louisiana double its prison population in the past 20 years? And what differentiates it from other states?

The difference, says Times-Picayune reporter Cindy Chang, is that more than half of the inmates in the state are housed in local prisons run by sheriffs, and the state's correction system has created financial incentives for those sheriffs to keep prisons full.

"In Louisiana, the system has grown so that sheriffs house a lot of inmates who are serving state sentences," Chang tells Fresh Air's Dave Davies. "And the reason the sheriffs are willing to do that is because they get money in return for doing that."

A majority of Louisiana's inmates are now housed in for-profit jails, which are run in many instances by parish sheriffs located in rural areas of the state. The sheriffs receive approximately $25 a day per inmate.

In some instances, sheriffs outsource the prisons to for-profit companies who then operate the prisons themselves. In exchange, the sheriffs receive cash for their department, which allows them to hire more employees.

"We went to Jackson Parish ... and what the sheriff there gets is a guaranteed $100,000 a year, whether the prison is making a profit or not," she says. "But what he really gets — and he was not shy about using this word — is the patronage. Because his department, prior to this, had 50 employees, and now it has 150 employees. In a place like that, 100 jobs with benefits is huge. And what he means by patronage, of course, is that he'll get re-elected if he keeps supporting these [prison] jobs."

Conditions at the rural sheriffs' prisons differ remarkably from those in larger state institutions, says Chang.

"They're usually dormitories, and there's typically 80 or 90 women or men sleeping in a large room in bunk beds," she says. "And the difference is that people are just lounging around that dorm. They will literally sit there day after day, year after year, until their sentence is over. Whereas in a state prison, which is where most states house almost all of their inmates, you're busy whether you like it or not — you have a job or you take classes or you're learning a trade that will help you get a job when you get out."

Each inmate is worth $24.39 a day in state money. Housing the inmates cheaply and providing few services means there's more money left over for the sheriff's department, says Chang.

"It's kind of a vicious cycle," she says. "If you can reduce the prison population, then hopefully you'll have more money to give the ones who are in the system more help. [But] the Sheriff's Association is one of the most powerful lobbies in the state. And they've consistently opposed any change that would reduce the prison population."

Louisiana's prison sentences are among the harshest in the country. The state leads the country in the percentage of inmates who are serving life without parole and exceeds the national average for the number of nonviolent offenders behind bars. Chang writes that a two-time car burglar can receive 24 years without parole. Three drug convictions can send a prisoner away for life.

Though the state's prison budget is $600 million, comparisons with other states are difficult, she says.

"Twenty-five dollars a day is incarceration on the cheap," she says. "In Louisiana state prisons they spend, on average, $55 an inmate, so the average in Louisiana comes out to $38 per day, per inmate, which is the lowest in the country. So if you look at the size of the budget, it's very misleading, because we're incarcerating two people to every one person in another state because we spend so little on them."

On relocating inmates

"I've talked to many inmates who were transferred multiple times and they don't know why. It's not because they were troublemakers or because they didn't get along with people. Sometimes it's just between the rural sheriffs trading [prisoners], and it can be that one sheriff needs a skilled mechanic and the other sheriff ended up with two."
