That's kinda the idea. They're trying to remold the whole process to mirror the biggest sport in the world (since all we hear about is how global basketball is).FIBA wants to be so badly like FIFA they even made a 32 team group stage like its soccer. That's way too many teams and a lotta NBA dudes from various countries are not participating this year. All types of random pedestrian teams in this bytch. Tunisia vs Iran? Are we forreal?
and a lot of guys who aren't participating now will likely participate in 2020 because we're just under a year away from Tokyo (and IIRC there's one last qualifier before the Olympics start)
They also expanded the field since they know there's some really good players that come from wack ass hoops countries so they hope that by their programs accelerating it spurs more growth. A big example would be Rui Hachimura and Japan. They're gonna host next year so he'll be there, but it's really just Hachimura and Watanabe. However, if they show out next year it'll spark more growth in Japanese hoops. Their b league is definitely growing.
