I been catching up on this past season 3 of "Gotham"this week. They just introduced Ra's Al Ghul in the 2nd to last episode of the season. I'm thinking the reason they pulled back on using certain Batman/DC characters on "Arrow" is so they can exclusively use them on "Gotham".
