Even with Foles, I doubt he goes below St Louis. Jeff Fisher just couldn't pass on the fukkery, and I'm sure Rams fans know it.

Barring a trade up, it wouldn't be that crazy to see Mariota fall past the Rams even. I think New Orleans is his floor though, maybe even Houston depending on how things shake out.
