How about model type looks? Rose leads all PGs in the looks department imo. Westbrook will never be elite with that face. If you're ugly, you have to have charisma(See Magic and Isiah) and Westbrook has none.

I think all of them have issues to their respective games every single one of them. each can be replaced interchangeably for best pg on any single day, depending on what you looking for. a healthy rose is def a top 3 pg... but hes not healthy and hasn't been for almost 2 season now.
