Stuck at 24 too Breh. I've gotten plenty of legendary engrams the problem is they turn into blues and greens

Get to Vanguard level 2 and buy legendary gear from the tower. You're probably close, do bounties, patrols, etc.

I was 887 yesterday and I made it today. I did bounties, strikes and patrols. Especially the bounties that were for 100/150 rep points.
