Based on current tax rates and GDP they will need to generate $500B from foreigners.... or just levy a ~10% tax on Saudis

That won't make a difference. The shiities currently do not benefit from and have never benefitted from the oil bonanza. They are typically the poorest Saudi ''citizens''.

They have already had multiple uprisings over the year. Saudis govt just cracked down.

Also they are a minority surrounded by a Sunni majority who have been fed a steady diet of anti-shia material for decades.
