It would matter because if the shows became first run on DA it would be a sign of confidence from the network, probably get more eyes on them since there would be no opportunity for folks to see the episodes before they air on DA and also create a tighter relationship between ROH and DA which could open up some of Discovery's international broadcasting outlets for ROH.
Y'know, all things that would help ROH grow as a brand and company.

Not really...the current situation has no incentive in it for DA or Discovery to do anything more than just air a previously broadcast show and hope the ratings justify the minimal investment DA is making.
DA/Discovery actually having skin in the game, so to speak, means they would be motivated to push ROH to as big an audience as possible.
