The CIA didnt care about Franklin (this was flat out stated) and couldn't expose him if they wanted to because he was a CIA asset and would implicate them. Teddy was literally on the run from Franklin and got caught. Franklin had already shown he could handle Teddy, and thats IF Teddy didnt just walk away with half the money. The only people that Franklin needed to be worried about was the KGB exposing him and the CIA and that only happens if Cissy kills Teddy.
Now, she will expose the CIA after killing Teddy which makes Franklin vulnerable to prosecution AND being assassinated so he wont talk. Neither of these would have been an issue if she didnt do the dumb shyt she did.

over everything. Even his boss told Havemeyer to cut the operation (Teddy, the money and Franklin) loose. And that was even after Havemeyer told him Franklin killed Teddy's dad. He only cared because the KGB agent was involved. The purpose of that scene was to show Havemeyer thinks Teddy is fukking up and to show that his boss dont want shyt to do with it anymore. The money, the KGB, none of it. Thats why Teddy hadn't given the CIA the money yet. So from a writing aspect, they were hoping to create an atmosphere where the outcome was plausible. CIA not coming after Franklin because the CIA isn't actually involved anymore if the KGB agent gets iced out. They dont care about the money. They didnt want the money (Teddy/Franklin) once they realized that the KGB was trying to use the money to expose the CIA's involvement. So they like fukk all of that.
