Considering how all the good will the Democrats gained from the child tax credit has completely evaporated now that it's expired, I would imagine that if Biden were to consider cancelling any debt by EO it would be as close to the midterms as possible.

Not the midterms, 2024 election. It will happen in 2023 bc the Dems will still not have a clear front runner if Biden isn't seen as viable.
