It's one thing to make a campaign promise that might not get support from Congress. But he promised at least 10k loan forgiveness across the board, which can be done with a stroke of the pen. Lots of people voted for him versus sitting home solely for this reason. So fukk him if decides to start making excuses on why he can't do something he's legally able to do.
