The last time Michael saw Jack he got his ass whooped.... if Michael knew about Jack being depowered he would just kill him since he was the only legit threat against him.
They were but as Cas told Jack that grace regeneration could take between 1 month to 1 century.... so Michael may think Jack got some or all his grace back by now.
I may be wrong though
