Not really. He looked exactly like Homelander and was made as a contingency plan to kill Homelander in case he ever went too far.
The thing is, Homelander didn’t and so Black Noir went crazy because he couldn’t ever do what he was created for. So Black Noir took matters into his own hands and pretended to be Homelander and did horrible shyt while recording the evidence. Black Noir was actually the one who raped Butcher’s wife in the comics, not Homelander.
He sent the evidence to Homelander and made him think he was blacking out and doing crazy shyt, which in turn made Homelander actually start doing wild shyt until he started a war with the U.S
