The Chinese were never going to follow US Sanctions on Iran. Neither would the Russians. China needs that oil and China is a party to the Iran Nuclear Deal (JCPOA) with Russia, UK, France and Germany. The Iranians know that the UN Security Council will not renew the sanctions that were in place before 2015 because the whole world knows the US violated the agreement first and there won't be the international sanctions that were in place. The reason we have this situation now is Trump administration is threatening to sanction everyone who does business with Iran.
