It depends. Most countries follow the Geneva selectively, and will bend the rules to meet a need. If it was us, in a full blown war, and a scientist was working on something that could fukk is up, that scientist should expect to be targeted if they aren’t willing to defect. Iran has a navy. There’s nothing stopping them from sortieing a naval task force to bombard and blockade Israel and then it’s game over. Iran could even put boots on the ground and be in Jerusalem. It could be just like 48’ or 67’.

That’s geographically + geopolitically impossible. They’d need permission from a bunch of other places who don’t want to see that happen.
