If i'm walking in the street right now and get hit bay a car my first thought would be "was I where i was supposed to be when I got hit" not blaming the driver. He may have had a greenlight and i got distracted and jumped in front of his car.
Only when I've established that no fault from me do I start to look at other culprits.
