Bucks seem to be "trying" not to be tankers. That's what Houston did and all they got was admiration for doing it the right way. At best you can say the Rockets would like to be better than where they are. The Bucks are scared to go where they maybe should be.

It's a matter of opportunity and resources. One team clearly has more than the other, but they're winding up in the same place. Milwaukee FWIW can't win either way. If they try it's "nobody wants to play for you, get real." If they tank it's "this is why nobody wants to play for you, get real"
