Most countries don't extradite based on child support but I think you can be stopped at the airport on the US end.
He'd likely have to marry a bytch from another land and give up his American citizenship to be completely free.

The craziest thing about having a man pay for child support for kid that isn't his is that he can't fight for custody or increased visitation because the courts will use he isn't the biological father agenda against him.
We had case in Indianapolis, Indiana where the courts made a guy pay for a child that wasn't his and was in juvenile court, once he got back from deployment he fought for custody, and the courts ruled against him since he wasn't the biological father and gave custody to the maternal grandparents, but he still had to pay support.
Thats why I laugh at "best interest of the child".......
