IDK how the Soul Train works, but Grammy's are given on consensus. Which is why it usually sucks in the Hip Hop category because most of the voters are not rappers, but artists from other genres or various aspects of production. It becomes more of a popularity contest (cuz they only vote for rappers they heard of).
With Omarion, whose an RnB singer, one of the most well-acquainted, well-known and easy to understand genres out there. What it boils down to is, the OGs think he sucks.
