Well if it has passengers then it's definitely a hijacking
most buses have people in them but you might be right it might be empty.
A hijacking would be worse because the criminal is endangering a bunch of other lives and effectively kidnapping all the passengers than if he/she just forces the driver of a vehicle out as a theft.
