There is no singular solution:
You have proposed more black businesses. Those entrepreneurial businesses arent going to want to stay in these wretched neighborhoods. why not? non-black businesses do just fine.
1)Non-black businesses consist of ethnic groups that have solid family structures where mother/father/grandparents/cousins/uncles/aunts can all contribute to make the business thrive. Very different from many black people's reality. They are more likely to pool resources together.
2) Many of these groups don't live in these hoods. Even if they do, they are working overtime to live in upper class communities from these hoods. They only hoods to funnel money, they don't plan on integrating in its community.
There needs to be black people who can rise into municpal government that enforce intrinsic measures to turn around these hoods into living/thriving spaces.like what?
1) More involvement from blacks in all branches of government from as simple as voting, to pushing to elect officials that would represent their municipalities and that carry out their best interest.
Grassroots organizations need to work with goverment officals to survey the quality of education and curb high school dropouts.i agree
Incentives should be provided to increase home ownership so people feel anchored/invested in their hoods.i agree
Programs should be established in conjunction with all these churches to clean up these hoods. the black church is a farce for the most part
1)There are black churches that do good work and there are those that do more harm than good. There are always people that will have faith or religious belief. You cannot eradicate that, the black church is a big part of black culture whether you like it or not it would be wiser to include/integrate it towards a plan to improve black people's lives then ignore it completely.
Social programs should survey these broken generational broken homes. it's called child services
1) I am suggesting a program that account the unique of black children and it's more than just children services. Some of these parents/families need an intervention as well.
Tax breaks should be provided to churches who denounce teen pregnancies and educate the spread of STI/AIDS.churches are tax exempt and already receive take breaks on their investments. not to mention they cater to the single mother demographic, so they aren't going to insult their fanbase.
1) Restructure the tax exemption and breaks based on performance not on the false display of religiosity. Hence the churches will have to prove that they are an asset and not a detriment. In doing so, annual reports would have to be provided and municipalities would have to revise on how well the church help them implement social programs and law enforcement for people involved in criminal organizations. Essentially, transparency which can help crack down on sects.
Breaking down of the no snitch policy. black folks already snitch, just watch 48 hours. the last case similar to this with the little girl in chicago was solved by a snitch.
1) One case does not debunk my argument. Many of these people know who these thugs/gangbangers are. Few choose to report for whatever reason which is a complexity all into itself.
The hiring of black policemen and women so that residents can feel at ease.i agree

If people are going to protest for reparations...this is how this money should be utilize to improve/provide a head start for the centuries in which blacks have been held back not to simply cut them check.i disagree, we need land, access to resources, grants, government contracts, casinos, cash, etc.

Get venture capiltalists(preferably black) to invest in the black private sector to stimulate entrepreneurship from small to medium businesses.this is need more than anything else you've mentioned outside of reparations.
1) Nothing is more needed than another, all of it is part of a framework, each piece makes a puzzle. Case in point; these VC are not going to rise out of thin air, they have to build a professional base which is acquired through education.
Churches must provide legitimate reports of what they contribute to the neighborhoods and prove that they are not get rich quick schemes.sounds good but would never happen, churches and religion needs to be shunned in the BC. we should be an entire population of atheist/agnostic

Incentives with black excelling students in industries where black are underrepresented.outside of direct reparations, any racially exclusive would fail. it would end up going to all "minorities," which will eventually include white people
1) Blacks can make a case for reparations other than telling whites you owe us when they have a unified voice on key points and they elect/choose qualified leaders to represent them at every branch of government. The work needs to start before demands for reparations.
The courting of black colleges/schools of successful/black sponsors. i agree
Organizations that recognise black entrepreneurs that have made their mark or ate marking their mark pointless symbolism
1) Don't underestimate the importance that symbolism plays in getting people moved to believe in a vision and actively contribute. Symbolism can be a powerful tool if used properly. Every political movement/social movements rely heavily on symbolism, more than speaking to people's logic, you have to also speak to their hearts. That's why companies spends billions in marketing. You have to sell an idea/a vision to get people on board/.
